SiewLay obtained her Bachelor of Architecture with Honours from the University of Melbourne in 1994, and was registered with the Board of Architects in 1998. She holds membership with SIA, RAIA and RIBA.

SiewLay has been the Design & Project Architect for a number of significant projects, such as the 30 storey office of PWC, CWT Warehouse in Jurong, Development of Data Center for Pacnet Global, NorthLight School and providing architectural services supporting the main contractor in the Design and Build of the Project Jewel in Changi. As an avid cyclist, she is the Project Architect (QP) for the URA "Bishan to City" cycling crossings. She is Design & Project Architect (QP) for the new HDB Dakota One residential and Mountbatten Community Club. She plays a crucial role in supporting the Project Directors of the projects she handles. She is involved in projects from early stages of assisting the clients with their requirements, through concept and development of design, authority submissions, contract coordination and management, construction and the successful completion of projects. Her career experience spans across sectors in Industrial, Institutional, Commercial, Recreational & Residential projects.

SiewLay is active in Professional Practice in the Singapore Institute of Architects of which she is a Council Member. Her interest and knowledge of authority code compliance led her to be a sub-committee member of the SIA Fire Safety & Security Sub-Committee from 2014-2017. She was the Chairman of the SIA Building Control & Parks Sub-Committee. From 2017-2022 and currently serves as sub-committee member. She is a certified Universal Design Assessor and Design for Safety Professional.

Apart from her professional portfolio, she has also been actively involved in community service such as Ride for Ration and Ride for Rainbow.
