The original brief for the first stage of the buildings development, completed in 1998, was to provide a National Centre for Conservation, Documentation, Storage and Administration of Singapore’s Artefacts providing a total 13,600 m² of space. The specialist brief requirements comprised 28 independent environmentally controlled storage and work areas of high security, total area 8,179 m², with a 7.5 to 12 k/N floor loading capacity. In addition, 3144 m² of Laboratory and ancillary facilities, 537 m² of Offices, Documentation Centre and Viewing Room were required.

The original design was also to accommodate 2340 m² for future expansion without disruption to operation. This in addition to a further 4660 m² is the basis of the current extension design of 7000 m². This massive extension to an already award winning building, designed in sympathy with the original design intent and without disruption to the ongoing operation of the building, was an extreme design and execution challenge.
